Graduate Institute of Science and Technology Law

       National Kaohsiung University of Science and Technology ( First Campus )


Established in the academic year 2005 with the approval from the Ministry of Education, Graduate Institute of Science and Technology Law (GISTL) has great reputation in Southern Taiwan. GISTL enrolls graduates with the degree of Bachelors of Laws as students in Master Program. Credit Master Program and On-Job Master Program started from the academic year 2006, recruiting graduates not majoring in law.


Goal of Education/ Education Objectives

GISTL aims to have students well equipped with professional knowledge of jurisprudence as well as science and technology to become outstanding experts in law. Students are expected to fully utilize their legal knowledge and skills obtained in school – obey the professional ethics standards, carry out the social justice, devote themselves to academic research, and contribute to our national technology developments.

With regard to teaching, we cast equal emphasis upon theory of jurisprudence and practicality of technological developments, and train students to be excellent in character and learning. Thus students pursue legal expertise, obey the professional ethics, and develop legal intellect and global perspective.

Regarding research, we are devoted to the research of technology laws and its related regions, advocate the academic integration, and advance the national construction of law as well as technological developments.

As for feedbacks to the society, we plan to share the achievements of teaching and research for popularizing education of technology laws. Moreover, we hope to contribute our research to governmental affairs and entrepreneurial developments.





In light of traditional legal education mostly emphasizing producing experts in basic jurisprudence rather than experts in law of emerging science and technology, students graduated from Master Program or On-Job Master Program will be awarded a degree in Master of Technology Laws to meet the needs of domestic economic development. GISTL provides thorough technology legal education to aspiring learners, hoping to breed legal elites for advancing the national technology developments.



Future Development

GISTL focuses on the Intellectual Property Law (4 courses for 12 credits), and aims to combine the practical development of science and technology with the basic legal theories. There are two specialized regions to be researched: Information and Communication Law and Biotechnology Law. Students in Master Program or in On-Job Master Program can select one region as the major according to her/his academic preference. Being well trained, they will write their Master dissertations on the selected research region.

Region I: Research on Information and Communication Law

Information and Communication Industry is the dominant high-tech industry in Taiwan, in the wake of which came a great deal of legal issues. For this reason, domestic enterprises and government organizations realized the importance of technology law, and have been undertaking the research on relevant legal matters. GISTL not only gives students a solid theoretical training of traditional jurisprudence, but offers a series of courses in information and communication laws as follows:

a. Information Technology, Law and Ethics (3 credits)

b. Electronic Commerce and Law (3 credits)

c. Media and Law (3 credits)

d. Communications and Law (3 credits)

Region II: Research on Biotechnology Law

Biotechnology industry has become one of the future dominant high-tech industries. With the developments and applications of various biotechnologies, there came out numerous law issues highly focused in these days. Biotechnology, therefore, is the other specialized region for our students to do research on. Relevant courses are as follows:

a. Biotechnology, Law and Ethics (3 credits)

b. Health Care and Law (3 credits)

c. Enviroment, Energy and Law (3 credits)

d. Food, Drug and Law (3 credits)
